If Manny " padded " Pacquiao fought under the original divisional system, back when there was only one champion, and using same-day weigh-ins..... he would likely only be a 1-2 division champion, if that.

He would not have won a title at fly or welter, and would have had to beat a genuine fw/lw champion without cherry-picking the easy road, and without manipulating advantages..... and he would have had to do it without whatever advantage he gets by refusing random blood tests.

If Pacquiao fought back in the time he may not even be hof-worthy, because he would have to fight genuine champions, because he would have to win those fights, he would have to do it as the smaller man, he would have to do it without disadvantaging them at negotiation, and he would have to do it without disadvantaging them on the scale.
