You can discredit any fighter and show their imperfections, but you have to look at the bigger picture.
What I tried to present here is to show the quality of the fighters Floyd fought in his entire WW career as compared to the ones he avoided in the same period. This should give any objective observer a clearer picture why precisely the missing names on the list are missing. Any supposedly knowledgeable person should not need any further elaboration on this matter.
I understand the point you're trying to make. You're saying that the fighters you listed are much better than the opposition Floyd faced from the timeline you mentioned. I understand that even though it can be objective and subjective depending on the point of view.

In reply to your #1 and #2 items, these are pure speculations with no basis in fact. Floyd has done nothing substantial at WW to prove that he can beat those fighters he ducked. All he did was beat B or C fighters, old and past prime fighter and "champions" from one or two divisions lower than his fighting weight. You cannot use those wins as a basis to show that he can win against bigger threats.
If Floyd fought those threats and won, there will be a lot less people who will criticize his resume. But he didn't, so now he is going around with the stigma of being a "coward".
On item #3, I am not discrediting the accomplishments of the fighters Floyd faced at WW, especially Marquez and Hatton. I am discrediting Floyd's wins over them. The credentials of these two boxers were accomplished at the lower divisions. These does in no way, put them in line for a fight against Floyd and ahead of the top contenders that Floyd should have fought. Arum could destroy Cotto's career easily. What people aren't factoring in is that Cotto's WW legacy, aside from his early fight with Mosley, was ENTIRELY PREDICATED ON FIGHTS WITH HIS TOP RANK STABLEMATES!!!!
Without his fights against Margarito, Clottey and Pacquiao, Cotto would be a virtual nobody. Hell, his upcoming fight is against Margarito, who by the way, has not earned any shots at a jrMW titles. Antonio sure as hell didn't against Pacquiao, and he didn't against Cotto either.
Yet Arum always takes care of his "boys". His offered Margarito a shot at becoming relevant again, and he's offered Cotto a chance to avenge his first loss. Ain't that sweet?

Cotto tried to climb back up out of the 5th ranked ditch he got knocked into by fight Jennings for a vacant belt and a very dirty fight against Clottey which he really lost, but he was no force at WW any longer. He was ranked 4th.

The only value that Clottey had that Pacquiao would be interested in was that critics said that Pacquiao avoided slick Black fighters. Clottey is not at all slick, but he's definitely Black. That fight was meant to silence critics, not add to Pacquiao list of achievements because Clottey too was ranked 5th.

Roach promised that Floyd would never fight a boxer of Mosley's caliber despite Floyd trying to fight Shane for years. Then when the fight was made Roach promised that Floyd would run all night. Floyd walked Mosley down every round. Once Shane was dominated and got a draw against 154lb Mora, Roach felt that Mosley had become vulnerable enough for Manny. Shane was ranked 5th.
They were all ranked 5th at the time when Roach & Pacquiao became willing to face them except for Cotto who was 4th due to his vacant title and gift over Clottey.
No one wanted to see Pacquiao fight Mosley. The numbers for that fight were **** for good reason. By that point, even Pacfans were saying that Manny is a "monkey see, monkey do" kind of fighter. He only fights guys coming of huge career losses and offers them obscene amounts of money to come in at weights that are advantageous to MANNY.
Who ever called for Manny Pacquiao to fight 5th ranked fighters? There were champions, there were top contenders. There were young hungry up and comers. There were chances that Pacquiao COULD HAVE taken.
Instead, Manny played it safe by avoiding any top competition that was available. Pacquiao has been doing it since his last fight with Marquez.

Real boxing fans KNOW that top competition is defined by who is currently champion, or ranked in the top 3.

Pacquiao has fought ALL THE BIG TOP RANK NAMES in the WW division, but he ONLY faced them once they lost and dropped down to 5th rank. He only faced Mosley (who has gone on video and stated that he had been diligently trying to get a match with Pacquiao since his win over Margarito but Roach adamantly refused) once he was dominated and got a draw in his next fight.
