asking USADA not to be in charge because they don't have the power to reprimand an athlete for a positive test is not a good argument because neither does NAC.
Margarito while still suspended by the California Athletic commission fought against Garcia his reinstatement was denied by California and NAC and that still didn't stop him from fighting for a WBC belt against one of the top fighters in the world.

while still suspended by the California and Nevada Athletic Commissions

Scenario 2: NSAC handles testing (w/ WADA/IOC overseeing).

Question 1: What happens if in Scenario 1 a fighter refuses to be tested?

Question 2: What happens if in Scenario 1 a fighter fails a test?

After you answer those 2 questions, replace scenario 1 with scenario 2, then tell me which scenario is more effective.
Your post makes absolutely no sense. Neither does Arum's comments. If USADA conducted the tests and a fighter tested positive, they could report the result of the tests the athletic commission, just like any other independent organization could. The commission could then choose to punish the fighter. So what the hell is the difference? NSAC has already gone on record as saying they are not able to conduct random blood tests (because it would cost too much money) and chose not to change their rules to include random blood tests.

Mayweather never said anything about punishment. He said simply he wanted to make sure Pac is clean when and if they fight. The tests are designed to be a deterrent to using illegal drugs, nothing more. If Pac did test positive, Mayweather could simply call the fight off or they could put a stipulation in the contract that says if a fighter tests positive, he will forfeit a certain amount of his purse or something similar.

This is just another excuse by Arum. He knows there is no other organization capable of performing the types of thorough tests that the USADA conducts. He went from refusing to test 30 days before the fight to refusing to test 24 days before the fight to refusing to test 14 days before the fight to refusing to allow the USADA to conduct the tests. Even someone as ****** as a ******* should be able to see what is going on here.

Here's the picture:"USADA tests these two fighters and the Nevada State Athletic Commission is responsible for the fight. So, if one of the fighters is tested dirty, what can happen?" explodes Arum in red-hot countenance. "I mean, nobody can sort this thing out. This is absolutely absurd! There's nothing wrong with Olympic drug-testing. But it has to be done in a sensible, fair manner."

            LOL......remember the teddy atlas emails??

*****nks where is your common sense at all? If Pac was really roiding himself indeed, what makes you think he will still juice himself when he knows he gonna be tested for PED? Do you think its not a suicide? Now the problem is...Just for example, if I'm the one who is taking his blood. I'm can make him positive of PED for 1 million dollars. Floyd past criminal activities like poking people faces, shooting at carpark, threw his daddy outta his house, beat the mother of his children, threatened his children as well when they tried to stop him beating their mother, stole an iphone, not paying his rentals and taxes and many more. If he can do that without blinking his eyes, bribing people to do his bidding might be quite simple for him. The question is...you want this fight to happen or you just want to keep arguing about PEDs forever?
