i think arum wants a proper system.. really what does happen if ortiz or mayweather test dirty??

He wasn't worried about Pacquiao failing a test, he was questioning USADA's right and legitimacy to handle testing for professional boxing events:
"We have an organization that has no authority [USADA] and even does it [blood testing] without reporting to an organization that is responsible for the conduct of the fight".
As in, if a fighter fails does USADA even have the authority to reprimand them? The answer is a resounding no. USADA has no jurisdiction in Professional boxing.
Did you really think Arum would be ****** enough to say ask publicly "OMG what happens if Manny fails the drug test because he's cheating?!"
