believe it or not..floyd started this cause of fear of manny testing dirty.

He wasn't worried about Pacquiao failing a test, he was questioning USADA's right and legitimacy to handle testing for professional boxing events:

"We have an organization that has no authority [USADA] and even does it [blood testing] without reporting to an organization that is responsible for the conduct of the fight".

As in, if a fighter fails does USADA even have the authority to reprimand them? The answer is a resounding no. USADA has no jurisdiction in Professional boxing.

Did you really think Arum would be ****** enough to say ask publicly "OMG what happens if Manny fails the drug test because he's cheating?!"

Nevada Athletic Commission can't either as proven by Antonio Margarito and his promoter Arum. so that's a ****** reason to put another road block in negotiations no?
