USADA was formed in the U.S. in 2000 seperate from WADA (world anti-doping agency which was formed in 1999). WADA was formed in Switzerland, their headquarters for WADA is now in Montreal, Canada, and the vice president is Australian...and USADA is well, all-American. USADA did not sign the WADA code (essentially an international set of rules and regulations created by WADA for conducting anti-doping procedures) until 2004. USADA recieves U.S. federal grant money whereas WADA recieves it's money from the IOC (International Olympic Committee) and from different governments around the world. WADA does the testing for the olympic games (i.e. Beijing olympics and now for the London 2012 olympics) while USADA (a national anti-doping organization) generally does not do testing in the Olympic games. So as you can see, when arum says he wants a neutral/olympic organization (probably meaning an international organization NOT national) to do the testing then it's probably WADA (world anti-doping agency, which is led by the International Olympic Committee).
