          Good afternoon Mr Travis Tygart,

          As you might be informed, there has been a dispute between the two biggest names in boxing Manny Pacquiao and Floyd Mayweather. They've yet to come to an agreement regarding the new type drug testing that Floyd Mayweather is requesting, which to my understanding, consist of random blood and urine testing during both of their camps. As a result, Bob Arum head of Top Rank has made some comments regarding the testing being done by your agency. Here's what he had to say:

          "We have agreed in the Pacquiao camp to unlimited random testing done by a responsible, neutral organization," Arum told Yahoo. "We don't believe USADA is a neutral organization.

          "I don't think anybody's test is as vigorous as the test administered by the Olympic Organization. And we can arrange for the Olympic Organization to handle the test under the supervision of the Athletic commission respective of the state where the fight is going to be held.

          "We're not going to make this into a cowboy situation. We have an organization that has no authority [USADA] and even does it [blood testing] without reporting to an organization that is responsible for the conduct of the fight."

          He doesn't explain his position as to why he believes your agency would not be neutral in case the testing procedures were to be done under your agency. As part of an article I intend to write for a fan site, would you be kind enough to give me a response to Mr. Arum's comments? Thank you very much for your time.

                      USADA was formed in the U.S. in 2000 seperate from WADA (world anti-doping agency which was formed in 1999). WADA was formed in Switzerland, their headquarters for WADA is now in Montreal, Canada, and their current president is Australian...and USADA is well, all-American. USADA did not sign the WADA code (essentially an international set of rules and regulations created by WADA for conducting anti-doping procedures) until 2004. USADA recieves U.S. federal grant money whereas WADA recieves it's money from the IOC (International Olympic Committee) and from different governments around the world. WADA does the testing for the olympic games (i.e. Beijing olympics and now for the London 2012 olympics) while USADA (a national anti-doping organization) generally does not do testing in the Olympic games. So as you can see, when arum says he wants a neutral/olympic organization (probably meaning an international organization NOT national) to do the testing then it's probably WADA (world anti-doping agency, which is led by the International Olympic Committee).
