          For Pacquiao to equal the amount of pounds Roy went up from 154-HW, startin from 106 he'd have to go up to Middleweight, no catchweights. Roy won his titles at the limit, no strings attached, no fighter cutting his arm off.

          If people want to mention Manny being "short". Roy Jones is 5' 11", which is at best considered the average for Middleweights. At SMW already the average is 6-2. So Roy was basically a "short" LHW, and was even a shorter HW, but dominated 168-175 and shut out the lone HW he fought.

          I'd say Roy.

                    I say it's a tie.
                    Roy won the title from the champion and top 10 HW John Ruiz, While Ruiz was not obligated to make any crazy catchweights.


                    Manny won his title while it was vacant, from a guy who was not even ranked in the top 15 at JMW, and not ranked at all at WW, and he did it with a catchweight.
