Nah, Marquez would have his own promotional company and Arum has made it clear he doesn't want to sign either Marquez or Mosley (has an option for his next fight). He just wants them for Pacquiao fights and that's it. Bradley on the other hand, he wants to sign probably because he's younger and has his whole career ahead of him and not in his rear view like the other 2. That's likely his next target.

If Marquez really wanted the Pacquiao fight, he could've gone to the bargaining table with the contract offer from GBP and used that as leverage against Arum. Fight's at 140 or I sign with Oscar tomorrow, etc. But as before, he was just paying lip service to wanting the fight.
