There is currently no one in the Hall of Fame who has never been a lineal champion and who has only been ranked #1 in any division for a single fight - that's just a fact.
Ward hasn't got a hope in hell of getting in. Gatti is very unlikely to get in, but if he does, it won't be because of his resume or who he fought, it will only because he was in so many fights of the year. Cotto doesn't have any fights of the year on his record, except for one he lost badly.
You say he fought everyone, and that's admirable, but no one got into the Hall of Fame for that reason alone. Plus it isn't true anyway. He didn't fight the best at Jr Welterweight or at Jr Middleweight. Welterweight is the only division in which you can argue that he fought everyone, and while not his fault, even at Welterweight it isn't true, because he didn't fight Mayweather. And at Welterweight he was badly beaten in two out of his three defining fights.
