The problem with the WBC belt is that is has historically been one of the most coveted and oldest titles out there. The fact that it is being given out like candy as you say, is sadly true and disheartening to me.
It may be unfair to treat this young kid so harshly, but why don't we as fans start holding title-winners responsible to their inherited duties? If you have a title, it's not just a shiny belt but comes with certain obligations that you must fulfill in order to keep said shiny belt and the assumed prestige (and money) that comes with it.
This should starts somewhere and sometime. And is by no means limited to just Canelo, but everyone who has a belt right now. If fans don't take the sport's credence back than it will crumble at the hands of people like Suleiman.
As another poster has pointed out, if you aren't ready, don't challenge for a title. And that applies to anyone, Alvarez is just used as a very recent example.
