but these guys seem very disputed as somebody undisputed.

No because Paul Williams beat Margarito. Cotto and Margarito werent 1 and 2.

paul williams dropped in the rankings because he lost to quintana earlier that year.

before his lost to quintana , he was ranked over margarito.

margarito-williams was a close fight , after williams lost to quintana earlier that year , makes sense to rank margarito over him even if he did have a win over margarito.

margarito and cotto was considered #1 and #2 at the time they fought by the majority.
