Uhh. regarding the "whoever", Floyd didn't fought Cotto and Margarito when they are the top welterweights during the past 5 years and instead chose Hatton to move up higher than his comfortable weight.

Then, we both agree with the point that "there will [and should] be a cutoff date," because testing too close to the fight date is pointless and may actually harm the fighters.

So then, if I was a wise negotiator, why would I leave the testing date up to chance? What if the tester is an overzealous, gung-ho, fresh out of college kid who wants to test the fighters just minutes before the fight. Would it not be wiser to just simply specify a cutoff date that is fair and acceptable to both fighters?

people being tested dont know when the cut off date is. if a boxer asks for a cut off date, then that defeats the purpose of random testing.

there is a cut off date which is determined by the USADA and is unanounced to the fighters. meaning the fighters dont decide

I would just like to establish whether there is a realistic possibility that Pacquiao will be able to juice-up during the 7-day window as claimed by many uneducated comments.

Besides, steroids are used in 6 to 12-week cycles to be effective. 7 days is only 1 week, right? Steroids can't make someone faster. Just ask Fernando Vargas. It's only effective if taken a few hours before the fight, but it would kill any elite boxer who's hyperactive like Pacquiao because it will thicken his blood so much that his blood will clot during the fight. Do you think a multi-millionaire athlete like Pacquiao is going to risk dying by taking EPO? So far, only cyclists have been widely known to have used EPO, and 17 cyclists in the Tour de France have so far died because of it.

Human growth hormone(HGH)? HGH will make one develop more muscles. As noted above, Pacquiao is not a muscular but rather a wiry fighter, so he couldn't have been using HGH. If i recall Mayweather did the same thing waiting for Mosley to get old and busted besides that fight was fixed anyway Sugar hit him pretty good, he didn't go forward with the KO because he remembered he was supposed to loose that fight and make Floyd look good.

Pac isn't good enough for anyone to think Floyd has to age his ass to beat him. Pac's already been out boxed and knocked out before. Just because he beat up Hatton and Dlh AFTER Floyd, beat up a one armed Cotto, Clottey and a slow as molasses Margarito doesn't mean Floyd has to age Pac to beat him lol... If anything, what does that tell you. It tells you that Floyd is in a different class than those guys.

mosley made up excuses twice for why he couldnt fight floyd when floyd wanted him. even when mosley was undefeated.

so once floyd became the cash cow and mosley started begging for a fight, he decided to phase him out until mosley jumped in the ring.
