people being tested dont know when the cut off date is. if a boxer asks for a cut off date, then that defeats the purpose of random testing.

there is a cut off date which is determined by the USADA and is unanounced to the fighters. meaning the fighters dont decide

Where is it in the rules you must pay 10 million dolors (or whatever it was) for every pound you come over at the weigh in? The fact is these things are being done on both sides.
