      They didn't give a bullshit reason at all. They gave three extremely sensible reasons. And it was voted on by their ratings panel of 39 boxing experts, who don't work for The Ring (including Cliff Rold of boxingscene), and their ratings panel voted against (including Cliff).

      The #1 vs. the #3 can only be for the lineal title in exceptional circumstances. There were three reasons why they didn't consider this to be an exceptional circumstance.

      1) Margarito was clearly ducking Williams, who had been ranked #2 by The Ring before he moved up in weight, who had only recently moved up solely because he couldn't get a meaningful fight at Welterweight, and who had offered Margarito a lot more money to fight him at Welterweight in January 2009 than Margarito was offered to fight Mosley in that month (he was offered $4 million to fight Williams and only $2.4 million to fight Mosley).

      2) There was no reason why the Margarito-Mosley winner couldn't fight Cotto in their next fight for the lineal title.

      3) Given that #2 ranked fighter, Cotto, had recently beaten the #3 ranked fighter, Mosley, it made sense that if Mosley beat Marg, there should be a Cotto-Mosley rematch, before a new champion could be crowned.

      I agree with all three reasons.

        Mosley had lost to Cotto. Pac had absolutely destroyed Cotto. It wasn't as clear cut as you pretend at all.

          Mosley murked the guy who destroyed Cotto. Cotto got a gift decision against Clottey.

            and plus, cotto won his belt from a vacant title. There is nothing rationale about making pacquiao #1 for beating cotto especailly after he struggled with clottey.

                Rightly so. Pac performed great at 147 against Cotto and Clottey. Floyd has beaten SSM since his comeback. It dont just take beating SSM to be top WW. On any givenday many people would beat SSM at WW. Just cos Margarito didnt dont mean nothing.

                Pac should always have been top WW. Floyd cant be so inactive and expect things on a plate. Disgraceful he was left at top WW for so long.

                  How can manny be number 1 after fighting for a middle weight title. Had he fought berto I would agree.

                  When manny fights and wins media sways their bias towards him. when Floyd fights and wins they sway towards him.

                      your point about time off is fair. That said Manny has fought 2x at ww, one of which was at 145. Floyd has fought 7 times at ww, once at 144(146 actually), twice beating the lineal champ, including his last fight. If the resumes were reversed would you make the same argument? I don't think so.
