Roach said he remains uncertain if the fight has to be fought March 13 because of Pacquiao's planned run for a congressional seat in the Philippines in May. Arum and HBO, which will televise the bout, if it occurs, on pay-per-view, prefer a May 1 date.
Roach wants the later date too.
"March 13 is too fast a turnaround," said Roach. "Manny has a broken [right] eardrum" suffered in his Nov. 14 TKO victory over welterweight Miguel Cotto in Las Vegas. "I'd like to have more time. I hope the fight happens, yes, but I want us to be in the best possible shape."

The real story:
Arum, HBO, and Team PBF agreed to have the fight on May 1. However, when Arum went to Pac with the offer, Pac said no because he would be campaigning for the elections which would take place on May 10. So Arum suggested March 13, which HBO and Floyd agreed to. Roach was against March 13, but Pac agreed to it, despite the short turnaround from the Cotto fight, since March 13 would not conflict with his campaign schedule.
I always remembered that Floyd used the March 13 date to bluff Pac, but it turns out I was wrong, I admit that.

most likely thinking that floyd still had alot of rust on him and wanted to take advantage of that

In my honest opinion, PAC was never in his plans when he decided to come back
i truly believe that Floyd felt Hatton was going to beat PAC...he came back during the buildup of that fight...there were even reports of him visiting the UK and mentioning a rematch
when PAC blew Hatton out of the water, the public's demands for a PAC-PBF fight became enormous...everyone was buzzing at the thought
when PAC destroyed Cotto, Floyd had to think fast to stall and he lucked out
Arum was so intent on holding a fight in Texas for his pal Jerry Jones and Floyd's reluctance to fight outside of Vegas quickly squashed any kind of re-negotiations
and now, when PAC has accepted the terms, Floyd has run out of excuses...thats why he decided to go on vacation
the only thing that will happen now is for PAC-Tony to be a big success to give Floyd that last out
after November, PAC will look back and think 'damn, in two fights i did over 2mil ppv buys AND i put OVER 100K people in a stadium'
50-50 will sound like a generous offer to give to Floyd...at which Floyd will ask for 60 or over
the final nail in the coffin...no fight
