Honestly when it's all said and done, Pacquiao will be a top 20 ATG for sure. The only people who say otherwise are those who hold old fighters on a higher pedestal than they should be.
FWIW I don't think he will ever break top 7, but again he will finish in the top 20 for sure. There are too many "never been done before" accomplishments on his resume for him not to be.
I said it's not fair too rank him so high now, wait until his career is over otherwise you are comparing him with people like SRR and Langford which just isn't fair on him and is expecting him to do much more impressive things then he already has done.
When his career is over people should start ranking him but not now, it's just simply not fair on him imo, but whatever he does now he's a solid top 50 ATG and I don't really see why some people on here take that as a bad thing, it's incredible to even be in the top 100.
But imo, he will end up a top 25 or so ATG most probably, we'll just have to wait and see.
Most people dont include him because there busy nuthugging white fighters who fought in an era full of bums. Pacquiao fought in an era of latinos and blacks he deserves all his props.

What were the reasons given as to why fighterx or fighter y is an ATG? Is it just wins, ko's, titles, styles, etc. Was there a common set of variables used to make the decision?
He could be as low as Top 6, to be honest. If he wins an alphabet middle weight title in addition to ANY jr. middleweight title, I'll solidify him at no. 3. If he wins a lineal middleweight title then he equals Robbie at number one or at the minimum solidifies himself at no. 2.
Number 2 to number 6 of my list are interchangeable, in my opinion. Only number one is solid pending future achievement by the only active member of my all time p4p list.
A win or loss against Margarito and Mayweather wouldn't make a difference in my ranking of Pacquiao. And Clottey didn't make a difference either.

Honestly me and you think the same. I don't have Pacquiao ranked at all right now.
The only reason I can say B-hop, Jones, Barrera and Morales are in my top 50 is due to the fact that there careers are pretty much finished.
Sure they may fight some journey men here and there but outside of Hopkins, I can't see any of the aforementioned fighters doing anything to add to their legacy.

I still believe, and when I said that I was speaking in general, that those who don't have him in the top 20 will more than likely be those who hold older fighters in higher regards than they should be.

Pep or Grebs opposition was weak compared to Pacquiao.
They fought bums and that is why their skills looked so good.
Benitez, Whitaker, RJJ, Mayweather, Hopkins, Toney, SRL, Hearns etc are all more skilled than those lot.
Stop nuthugging fighters that you have never seen fight and realise why those kind of fighters arent doing so well today.
