listen I hope I am wrong but to me this screams of Arum trying to win this in the media because he knows Mayweather won't accept the terms that he is being presented
and I disagree with BPP's assessment of the situation as being the only answer.
while yes you can make a case where all sides are in agreement to the principles outlined and it being up to Floyd to sign off on
however, you can also see a scenario where Bob advised Mayweather's side that this is the final offer from Manny's side and they should take it to Mayweather even if they think it won't be approved by him. Since Bob "presented" this offer to Mayweather's side he can say now "hey the ball is in their court we gave them our offer to take to Floyd its up to him" which is essentially what he is saying
and while he states that the issues have been resolved he isn't clear as to which issues. I mean could it not be that maybe HE wants Manny to fight one of his in house fighters first then go into May to fight Mayweather? I mean he is constantly mentioning the aspect of fighting Cotto or Margarito seemingly more than the prospect of fighting Floyd in November or am I mistaken
again I hope this fight happens in Nov but his words are interestingly pieced together to where you can speculate a bit
in all honesty I hope I am reading too much into it but knowing Bob I doubt it

Margarito is not even licensed in the US... When/if he ever gets a license talks about a potential match up between the two are very premature.
As of June 30 Margarito has no license. As of right now that fight has zero percent chances of happening.
Lets not forget that Margarito was suppose to fight on the undercard of Pac-Clottey. But, he couldn't get his license, In May he fought in Mexico cuz he couldn't get his license, it was rumored that he might also fought on the JCC Jr-Duddy undercard but again no license still....
Did Arum not have pull back then to get his license and all of sudden now does? Or is it possible that he might not have the pull that WE think he has. And, maybe he can not get this man his license. Since hasn't been able to get it so far.
Instead of going with this whole Pac-Margarito in November. Why not just wait till Margarito get his license if he can? Because, as of right now Margarito not having a license=that fight not happening ever.
Unless they're fighting in the Philippines but with the dollar exchange rate could they get the enough pesos to make it possible?
But am prepared to wait even past August to see what happens, I hope Pac-PBF happens, I hope they sign the fight but am now less optimistic after reading Margarito's claims and Arum's disguised article(Nobody is obligated? WTF)

Count me in optimistic group!!!
Give him a couple weeks, Floyd will eventually sign. Supposedly GBP fronted May a loan before Mosley fight.
Haymon will remind Floyd of this (when he starts to nitpick), and they will get it done.
Floyd brings in PPV, but Pacquiao brings in high rollers which is what counts to Vegas.
The high roller activity for Pac-Cotto fight single handedly brought Vegas out of slump this year. Vegas casinos posted a HUGE quarter because of all the asian ballers, and that was specifically tied to baccarrat activity for that fight during that specific weekend. Vegas could care less about PPV, they want the Chinese and asian whales and Pacquiao brings em.
Vegas bigwigs will also put pressure on Floyd, and what Vegas wants Vegas gets. It's win-win.
