The way I judge if guys should get in is by comparing them to hall of famer's in their era.
For example Cotto resume looks very comparable if not slightly better than Winky Wright (a guy who is widely regarded as a HOF pick...although I disagree)

Lastly, I see people bring up Cotto losing to two of his perceived peers at the time in Margartio and Pacquiao. Well Winky did too when he lost to his peers at the time at 154 is Vargas and Simon, and later on couldn't pull of wins against Taylor and B-Hop. If you wanna use the he was robbed arguement, well you could also make a case for Cotto's Margarito loss due to loaded gloves.
