3. Morales fought in between 128 and 130 most of his career which wasn't a surprise when he came into the ring weighing the same weight he registered at. That's not drained.
All of these rules were and are coherent to those of the commission so any argument that says otherwise is misleading to say the least. The one thing we do know is that blood tests were not and with Pacquiao agreeing to do so, whether there was some reluctance, is a big concession on his part. Floyd's no different and has fared well with the commission rules up until he was considering a fight with Manny so the notion of Floyd wanting to even out a level playing field is erroneous when he too has been protected and deemed the NSAC a fair factor in upholding match up integrity.
