He was willing to take stricter tests than required by the NSAC. Floyds refusal to fight even with some additional testing makes him seem somewhat scared.

So Floyd requested an inch and Pacquiao gave him a millimeter. Blood testing is all well and good (unless you have a phobia of it -- which Pacquiao doesn't seeing as he was willing to take blood tests) but we all know the 'random' part is at least equally important. It's a massive preventative and there's virtually no way to prepare for it and wriggle around it without having an inside man in the anti-doping organisation or something.
