            In the eyes of the NSAC he did make weight. The NSAC recognizes WW up to 147 regardless if the contracted weight was 144.

            The contract has nothing to do with the commission. It could have been for any number of reasons. For example, JMM could have had a clause that could have said that no fight would take place if Mayweather failed to make weight. The 600k was most likely an incentive to keep Marquez from pulling out or perhaps GPB had their penalty for not making weight. The possibilites are endless but at the end of the day the NSAC cannot penalize Mayweather for coming in at 146 for a WW fight.

                  so why the did the commission get pissed when floyd changed the contract?
