I can't prove possibilities anymore than you can that they could have penalized him. What I can prove to you is that the commision approved it because according to the NSAC they have the right to not to honor any contract revisions that aren't made 72 hours prior to the bout. That means they approved the new contract revisions and were probably pissed because Mayweather worked the system and caught them with their pants down. You are trying to say that the commision could have penalized him for coming in over 144 which according to the NSAC rules is utter bull****. Live with your bull****.

NAC 467.522 Forfeiture for failure to make weight. (NRS 467.030)

                      1. An unarmed combatant who fails to make the weight agreed upon in his bout agreement forfeits:

                      (a) Twenty-five percent of his purse if no lesser amount is set by the Commission’s representative; or

                      (b) A lesser amount set by the Executive Director and approved by the Commission,

Ê unless the weight difference is 1 pound or less.

                      2. A forfeit must be divided equally between the other unarmed combatant and the Commission.

                      ------------------------------------------------------------

so the commission can't penalize catchweights huh?
