No not really his first loss to Quintana was a major setback and despite, his KO of Q in the re-match he hasn't quite lived to standards IMO.. This kid started at 156 got all the way to 164 and back down and around, great, but, he hasnt beaten any proven champions nor fought them and as many people who have supposeldy ducked him he hasnt been in a steady weight class to become anyone mandatory except cheatarito or did he just fight him!

I think 5-ish is a fair position for Paul Williams currently. There isn't a great deal of P4P competition at the moment to be fair.

Pac is less skilled than Hopkins but his resume is better. I judge P4P on BOTH skills and resume. Add them up and theres no way Williams is above Hopkins.
