I think because of more what people think he can do and not what he has done.... If Pac or Cotto lost to Qunitana there talk of them in P4P list would be fights away, specially after a questionable win agaisnt Martinez!

Antonio Margarito was definitely in the top 20. Winky Wright as well. He just recently beat the best junior middle in the world in an epic war. He's already won titles in two divisions. I don't know about top five but he's certainly top 10.
