            it does not answer the original question on whether floyd is using the illegal painkiller for his hand injuries or to improve his performance in the ring.

            oh, so NSAC tests are good for Floyd but not for Pacquiao?

                      Big difference here. If Pacquiao wants to fight in a place where PEDs are legal, he technically could if he wants, and if he can get anyone to fight him there, and take all of the steroids he wants. If the fight is taking place in Nevada, and, from my(admittedly limited) understanding of the rules regarding lidocaine in Nevada, he is allowed to use it the way he uses it. It's regulated, like any prescription medication. There's a big difference between PEDs(illegal everywhere, it's not just a morality thing, you get caught trafficking PEDs you will go to jail), and prescription painkillers, which are apparently legal where the fight is taking place.
