If Floyd is supposedly using illegal drugs to fight AND the NSAC is allowing him to do so -- Why do Arum AND Team Pacquiao INSIST on having the NSAC perform or conduct drug testing in the state of Nevada?

Oscar claimed that he had a hand injury and needed a lidocaine shot. BHop, his opponent, never pursued the case as he KTFOd Oscar during the bout. BHop would also join GBP a few weeks later.
