If the fight is taking place in Nevada, and, from my(admittedly limited) understanding of the rules regarding lidocaine in Nevada, he is allowed to use it the way he uses it. It's regulated, like any prescription medication. There's a big difference between PEDs(illegal everywhere, it's not just a morality thing, you get caught trafficking PEDs you will go to jail), and prescription painkillers, which are apparently legal where the fight is taking place.

U pacquiao fans are really reaching....at the ned of the day, floyd is willing to submit himself to proper random drug test. Manny on the other hand is not!!!!!
