If Pacquiao wants to fight in a place where PEDs are legal, he technically could if he wants, and if he can get anyone to fight him there, and take all of the steroids he wants. If the fight is taking place in Nevada, and, from my(admittedly limited) understanding of the rules regarding lidocaine in Nevada, he is allowed to use it the way he uses it. It's regulated, like any prescription medication. There's a big difference between PEDs(illegal everywhere, it's not just a morality thing, you get caught trafficking PEDs you will go to jail), and prescription painkillers, which are apparently legal where the fight is taking place.
    Xylocaine/Lidocaine use is also banned in Nevada. De La Hoya tested positive for lidocaine in his BHop fight. No sanctions were meted out, as he got KTFOd anyway by BHop - who would later join GBP.

        At the bout organisational meeting run by NSAC on Wednesday morning, Gareth Williams, Hatton’s lawyer, asked Keith Kizer, the NSAC executive director, if lidocaine would be tested for.

        “We’d all seen the stories about Mayweather’s hands and we had heard rumours that he uses lidocaine,” Williams said. “So we just wanted to make sure that they complied with the rules and that it would be tested for.”

        The request did not go down well with John Hornewer, Mayweather’s attorney. Williams said: “He responded by saying: ‘Well, what about grappling?’ I quite facetiously responded: ‘I didn’t think you could test for that.’” Kizer confirmed yesterday that lidocaine is banned for use by boxers within a week of a bout. “If lidocaine is injected,” he said, “the pain receptors in the boxer may not work and he may not know if he is hurt.”
        Pacquiao is willing to be tested, but not on the actual day before the fight.

        USADA random tests for the Olympics are made out-of-competition and after the competition.

        Floyd wants to disrupt Pacquiao's training camp by having the USADA take random tests during the camp.

          I didn't read a comment from Floyd in that article. And if many is willing to take a random test up until the day before or after...i don't think that would be a problem. but that is not the case, him and his team are only agreeing to before 30 days priori the fight. why is that?

            the USADA is an old thing. Floyd simply wants the test to be random up until the fight...that's it.

              Anyway, Floyd and GBP have to come clean on their documented use of an illegal painkiller.

                  Xylocaine (generic name Lidocaine) is also often added to ******* as a diluent. ******* numbs the gums when applied, and since lidocaine causes stronger numbness, users get the impression of high-quality ******* when in actuality, the user is receiving a diluted product.

                  Point of clarity. I am not saying that Mayweather is abusing illegal and highly regulated drugs. However, it is public knowledge that he is using hand-injected painkillers that are illegal in most U.S. states. He should be required to explain if indeed they are used to treat hand injuries or if they are being used before fights to numb his hands.

                  Update: Upon more in-depth research, I found out that Nevada also bans lidocaine use by boxers.

                  "There would’ve actually been precedence for making such a request. It was revealed prior to his failed middleweight title bid against Bernard Hopkins in 2004 that de la Hoya took Lidocaine, a pain killer deemed illegal by Nevada State Athletic Commission standards, to speed up the healing process for a cut suffered on his hand. Hopkins appeared visibly upset when informed of the news prior to their fight, but didn’t seem too bothered by it after stopping him in the ninth round, or joining up with Golden Boy Promotions a few weeks later."

                  I didn't see this thread before but I have heard about his brittle hands that's why I keep saying that maybe he's on roids too...but it was partly a joke...but now...hmmm....I'm gonna go google this more and when I come back I will be an expert and will have gained my PhD on this matter
