If Mayweather fights in a state where xylocaine is banned and uses the said painkiller, he will face charges if anyone on his camp snitches on him. Mayweather is simply being careful. As I've said in the original post, it is common knowledge that he is using xylocaine to numb his hands.

Its use will show in other tests designed to trace its chemical presence in the human body.
