Here's the answer.
No athlete is accused of being on any PED's...
BUT they have to ALL submit to drug testing in order to compete in their respected sports.
WHY?
Because some idiot, a long time ago, who thought he could get away with cheating the system ruined it for everybody.
Isn't that usually why certain rules are implemented?
The next answer is athletes have been busted for using PED's in the past.
If anyone was never caught of ever cheating the system -- then it would be unfair to Manny to put him through such a protocol.
Besides, has Manny ever been tested by the NSAC in the past?
Is the NSAC flawed because Manny has never been caught?
Why should he not take a different test to once-and-for-all prove he is innocent and clean, especially with so much money at stake?

Pac has been tested before by the Nevada commission according to reports but Margarito also has been cleared before by the commission (They even clear and sign is glove on fight night against Mosley)...Now we have doubt if Margarito didnt load his gloves against Cotto in his biggest fight over his career.
