Let's imagine that Dawson vacates his LHW title to move up to fight Wladimir Klitschko while in the meanwhile Tavoris Cloud for example wins that light heavyweight title. Dawson gets second thoughts about facing Klitschko, decides to come back to LHW a year later and is presented his title back while Cloud is left with nothing. That's basically what happened.
You can say that Roy would have easily won and that no one would rate those victories anyway but there's two people Roy could have easily fought, Nunn and Rocchigiani, yet he didn't.
