Jai has ELITE attributes...it's rare to see a Cruiserweight who's that athletic/explosive and has the speed and power to match in addition to an elite amateur background. However, I agree with the critics that he needs to up his game and start fighting better opposition and his fights are starting to resemble a school bully beating the shit out of a 6 grader.

Bivol being effective at cruiserweight would be the only REAL challenge for Parker's Cousin BUFF GUY JAI.
Cruiser is a buncha oversized white guys who aren't skilled nor big enough to be effective heavies
Zurdo is the stereotypical tough but slow Mexican

Zurdo lined up Bivol, Smith, Goulamirian, Billam-Smith, and now Dorticos consecutively. It's obvious he's not the hold up, he's stacking risky fight on top of risky fight while Opetaia crushes cans.

instead of a great jab Jai gets to have explosive punching powerOpetaia has very fast hands and feet (for a Cruiserweight) allowing him to get in and out of range quickly and detonate a bomb or two be it the straight left, right hook or some well timed uppercuts. He also has an 80% KO ratio and Breidis is the only man to go the full distance with him (twice) since 2019.
Nobody knows for certain how a potential fight between him and Bivol would play out but the latter's already proven he possesses an IRON CHIN having survived 24 rounds with Beterbiev. Therefore, you'd have to give him the edge because of his superior fight IQ and experience. I actually think Opetaia vs. Beterbiev would be a much more entertaining fight as Breidis was able to break his jaw so who knows what Artur would do to him.
