There lots reasons why someone would be no1. If you think it's a case of just spending career to not be dropped the that might not be a balanced view.
if you are offensive you can get caught. But inoue came back like a boss.
Cardenas record isn't too shabby -
Cardenas was the #5 ranked fighter in the division by the TBRB.
Anybody can get dropped by a top 5 world ranked opponent.Comment

It does betray a lack of sense of distance against the cab driver by getting embarrased like that as opposed to dissecting the cab driver skillfully without getting hit. I agree Inoue is a good fighter but especially in those smaller divisions were the talent pool isn't as deep it is a bit farfetched to to make such outrageous claims. It is more of a canary in the coalmine kind of thing for having these kinds of claims.Comment

He's lucky his weightclass lacks any p4p fighters. Nakatani is the only p4p fighter within proximity of his weightclass and they won't be fighting until next year.
When's the last time he fought a p4p fighter?

Donaire?
Last I check, Donaire was not in the p4p rankings when they fought.
The last time Donaire was in the p4p rankings was in 2013. Inoue fought him in 2019.
Donaire was 6 years removed from the p4p rankings by then.
He's gonna be in trouble soon because he walks around at 140 but cuts to 122.

1. P4P is a mythical marketing tool, therefore you can rank Inoue wherever you want to.
2. Inoue got up, became a bit more defensive-minded, and stopped Cardenas from landing a flush left hook again. That's what P4P-caliber fighters are expected to do.
3. Instead of giving credit to Cardenas for being able to land the knockdown punch and becoming a top contender while having a part-time job, you'd rather belittle Inoue instead. The boxing audience's fickle and hypercritical nature is one reason why boxers become afraid of taking risks and why others become basket-cases. Trying to please the fans is like walking a tightrope.

At this level, getting caught is a part of the game.

We already have a number 1. He's in the open weight category. There is no fighter in boxing right now that even comes close to Usyk's achievements.
