Yes, id say no1 was up for grabs but thurman was above spence and bud first. For bud and spence to catapult themselves ahead of thurman without fighting thurman they mustve did something real good, which they didn't really.
So when pac best thurman, that is something bud or spence shouldve did.

During that time Crawford was on the WBO title moving up and defended it 2x. Spence won the IBF title and defended it 2 or 3 times.
Thurman was an interim champ that got elevated outside the ring.
