      Canelo is a licensed promoter, but doesn't promote his own fights. Probably due to fear of losing money

              Morrell has the longest outstanding mandatory claim, at more than 3 years. Then Benavidez. Both are affiliated with PBC IIRC. WBA is next on the mandatory rotation, likely followed by IBF, but maybe WBC. Those two should be his remaining fights. Anything else is a DUCK.

                  It's all about Financials. There isn't a fighter out there who is afraid of another fighter and ducking anyone. It just makes sense for Canelo to keep dragging his feet on a fight with Benavides until he gets the biggest offer he can get, which might be in Saudi Arabia instead of Vegas. In any case, Canelo is wise to fight the lesser, yet well known, names for those last 2 fights, and build up even further the Benavides fight so that it is bigger than Canelo/GGG.

                    As I've said before, this scenario doesn't favor Canelo at all if that's his plan.
                    Everything will have become by less by the time he faces Benavidez.
                    Less speed, less defensive reflexes, less mobility, less output and conditioning will also not become any better as time goes by
