The article says that, but as far as I can find out, the NAPD haven't published their findings, so where is the evidence that their ruling was based on jurisdiction, rather than "science"?

Several articles in the UK have been written that science was not argued during the NAPD hearing and Hearn did not exactly deny that during an interview with Gareth Davies, continuously stating that Benn was not a BBBofC fighter and how the BBBofC and UKAD have no legal right to stop him from fighting in another country. Hearn has been very careful in his wording to say "Benn has been cleared to box" - he never says "Benn has been cleared of the charges". When Whyte got popped the second time, he was also "cleared to box" against Rivas, but he was not cleared of the charges and had to go through a full investigation.

So far as I'm aware, GAD hasn't interviewed Hearn since those articles were published.

If the NAPD ruled that UKAD/BBBoC don't have the power to charge fighters with PED offences based on tests conducted by outside agencies like VADA, then there are no charges for Benn to be cleared of. Because VADA just report test results, they don't charge anybody with anything.
