I think he used to be viewed as high risk/low reward, now people will see considerably less risk and potentially high reward, if they can take his mandatory spot

The top guys...Fury, Wilder, Joshua, and Usyk followed by the likes of Ruiz, Whyte, and Joyce do not need to beat Hrgovic or earn the mandatory spot to earn title/mega fights. This was evident from many refusing to fight him for the mandatory position because the purse was low and Hrgovic rated higher would have earned more. Wilder and AJ are fighting each other, white earned a big fight with AJ (before throwing it away by testing positive, Ruiz has the opportunity to fight Wilder and was offered the Fury fight, Joyce would have been fighting Fury had he won against Zhang.

So, it is a case of nothing to gain from fighting Hrgovic.
