That fight is happening (if it does, because there's no official announcement yet or confirmation of signed contracts from both sides), because Canelo didn't take the offer or even negotiate. Canelo should be fighting either of those two anyways because they're his mandatories. Fact is the division is moving on without him because he's trying to cherry pick. Benavidez' three fight contract is Morrell, Charlo, and Andrade. He's the one behaving like the champ in the division.

I've defended Canelo in the past, but at some point, you have to call a duck a duck, and he AND Valdez and Martinez have all looked flat since they got caught with PEDs. It's not a good look. You probably also think his fight with Bivol was close. Come on.
