              Pound for pound is an OPINION based ranking on who will win if fighters are the same size.

              Resume is the best gauge because it is how the fighter actually performed.

              Skills are required of course but how can you prove your skills if you have the advantage againts almost all your opponents?

                      That would be accurate. However the traditional POUND FOR POUND list without arbitrary stipulation (p4p for resume, etc) IS for skills, and so Mayweather is P4P #1 period. If Ring's mythical P4P rankings would be about resume specifically, they would have specified it as such.
