The difference here is when Golovkin wanted to position Canelo onto the ropes he was able to do it (including twice in the rematch) but Canelo was unable to get G on the ropes, at any point, in 24 rounds. If Golovkin was only throwing short jabs then why was Canelo's eye pi55ing blood as early as round 4? Why was Canelo's nose badly dripping blood in round 9? Let me tell you - the cut Canelo had was a BAD one... It was directly above the eye with potential the drip directly into the eye. Were talking Vitalli Klitschko cuts here. Whoever the cut-man was in Canelo's corner they worked miracles because it didn't appear to be dripping until after the final bell (hopefully it was legal substances they were using to stem the bleeding).
