Its not just Ortiz, almost everyone so far has declined the fight. This says more about Hrgovic and the IBF.- Firstly, Hrgovic is not a crowd puller or a marketable guy. So, fighting Hrgovic particularly if you are "lower-ranked" than him does not make for a sound proposition. That fight does not generate a lot of money (or any) and you get a fraction of that. Nobody's interested.
- Secondly, IBF itself is not a renowned title that people are running after, and nor is their mandatory imminent. If it comes to it, IBF may be the first belt an AJ/Usyk/Fury would like to give up to go for undisputed or more lucrative fights. Hence, even if a boxer decides to sacrifice the next fight for a better future, it doesn't look very promising.

It's not unreasonable to expect a 43 year old contender to pick his last remaining opponents carefully. Hell, younger fighters do it all the time in the middle of their careers.
