The WBC president claims he's undisputed so it's coming straight from the source.

“Devin Haney has the WBC lightweight title, he’s a pride WBC champion, he has grown into being a tremendous champion,” said WBC President Mauricio Sulaiman.

“Kambosos defeated [Teofimo] Lopez, who defeated [Vasily] Lomachenko, so I do believe is due recognition as undisputed champion and great fights to come,” said Sulaiman.

Well he’s just wrong. Kambosos might be the lineal lightweight champion among other things, but you’re not undisputed until you’ve collected all the belts. At least, all the ones that matter anyway

That's why people are so confused WBC muddying the waters too much Haney doesn't know where he stands and now he doesn't have much of a leg to stand on in regards to a fight with Kambosos, If the WBC already claim Kambosos has the better of the WBC belts what motivation is there for him to fight Haney? it's all a mess man hopefully this franchise **** will be obsolete soon.

UNDISPUTED CHAMPION means the recognized bodies don't dispute who the champion is. all four orgs recognize kambosos as the champion, therefore he is undisputed.

tank and haney's belts are secondary world title and recognized by their org as being below kambosos.

The WBC said Teofimo was undisputed many times.

^^^^ this is the answer. Go read up the statement made from WBC when they made Loma franchise champion. It said that the franchise champion is indeed recognized as the #1 in the lightweight division.
