De La Hoya is somewhat difficult to rank due to the controversial nature of a number of his big fights as Whitaker, Quartey, Trinidad, and to a lesser extent, Mosley 2 (controversial decision, Mosley hadn't won a fight in 2 years, was on steroids, etc..)

However, he has a good number of solid victories in which he was dominant, over the likes of Genaro Hernandez, Rafael Ruelas, Miguel Angel Gonzalez, Jesse James Leija, Julio Cesar Chavez, Wilfredo Rivera, Javier Castillejo, and won a terrific battle with Fernando Vargas. You can argue about a lot of those guys being smaller or past their peak, but most of them were still formidable, and objectively speaking he has a terrific resume.

Personally I think he drew with Whitaker, lost to Quartey, beat Trinidad, and won the rematch with Balco Mosley. ATG is very subjective (what is it? Top 30? Top 50? Top 100?) so I don't hold really care if you say he is or isn't, but he's one of the top boxers of his era.

Considering De La Joto an ATG lowers the standard of what an ATG is suppose to be about.

In the end, he will be in the top 100, at least. He's got some good wins over solid opponents and have been involved in some controversial fights.

However, ODLH was sort of responsible for the revival of boxing and introducing boxing to the non-hardcore fans with his boyish good looks and great personality, in a time when boxing was pulled off major broadcast networks. He is also an American hero for bringing them Olympic gold. A Mexican-American crossover boxing phenom who is now changing the way the sport is promoted.

His impact in the sport has been great and in the end, this will sway anyone more than anything he has ever done in the ring. The media loves ODLH and will regard him as an ATG.

Personally, I think he cracks the top 100.

              This is reasonable.
