Mayweather has fought 5 fights at or above welterweight.
JMM has fought only twice as a lightweight.

We're not talking about your mythical rules and regulations that are dictated before the actual fight. We're talking about actual physics- mass of bodies dictating force on another object... So on the night of the fight, the weights DO count. Because that factors into so many aspects of the fight. The actual weigh in counts much less, actually.
