Absolutely he caused Hatton to lose. There were a number of times in the first three rounds where Hatton caught Mayweather with a solid shot to the face and was just about to follow it up only for Cortez to jump in to protect Mayweather and pull Hatton away.

The yanks want to claim it as a great victory but the truth is, it was a fix, a setup and a horrible incidence of boxing corruption from a hometown ref. Ask Ricky Hatton

However, every once in a while someone brings up that Ricky was cheated out of his victory by Joe Cortez. This is usually followed by several jokes about "biased" ring posts..
