I don't think anyone leaves the great Pea out of the question. He was the first guy to unify the lightweight division after Duran. But really, how do you figure that he fought better competition at lightweight? His best win was Azumah Nelson, an aging Nelson past his own best weight. Actually, that's probably Whitaker's greatest win full stop. Huge win, anyone that beats Nelson, even if slightly over prime weight and years, is a special fighter. Do you know who Nelson is Brandish?
Now, who is his second best win? Ramirez? I'd say so. A guy who, by the time Whitaker got to him had already fought over a hundred fights and retired straight after the loss. Hmmm, who's next? Haugen maybe? Roger Mayweather?
So, again, if Pea is the best lightweight according to you and your circle where does Benny Leonard, Joe Gans, Ike Williams, Armstrong, etc etc come in? Didn't you have Armstrong at number two or three pound for pound above Whitaker?
