Whther the capacity is 16,500 or 17,000 is not material. What is material is that there are morons claiming that the capacity is 12,500. That is laughable.

"capacity" depends solely on how the arena is set up. If you look at that bottom photo of Cotto-Marg, you can clearly see the back end of the arena behind the main camera position is blacked out. So they probably killed those sections from the beginning, and scaled the room for 12,500. Now had the show sold those 12,500, then they would have opened up some of those kill sections, and a press release announcing "additional tickets have been made available" would have been sent out.
