Floyd Mayweather has never faced a true 'top elite' nor has he faced an ATG in his prime. The weight class jumping gets him all time great status, but the lack of true all time great competition pushes him back. He's faced B-, B, and B+ levels for the most part. And on top of that, in his prime, he struggled twice with Castillo, losing arguably 7 and 5 rounds respectively. Now take a guy like Whitaker, who won 8 or 9 rounds against Chavez and 10+ against Jose Luis Ramirez.

Even wins over De La Hoya and Cotto wouldn't get him top 10 status. He simply cannot rank above guys like Robinson, Leonard, Charles, Duran, Langford, B Leonard, or Ali who faced VASTLY superior competition.
