I think his run at 130 and 135 were enough to get him into the top 2 P4P along with Hopkins. Then Hopkins lost. Just because Floyd hasn't been fighting the who's who of 147 yet, that doesn't mean that Pacquiao should jump him. Pacquiao has been fighting old dudes too. Pretty much everyone on that list is old or has been fighting old people. Everyone else is unproven. It is a tough job to figure out who is good (resume wise) in this sport.
And for the record... anyone who says that Mayweather's resume is better than Robinson's might want to think about watching billiards or something, because they clearly just don't get the sport of boxing.
Ability wise is another story. It is hard to say that one is better than the other, considering the time distance between the two, and the fact that there isn't a ton of video footage of SRR. I think it is fair debate who is better, the only problem is finding people who are qualified to speak about both.
By the way: All of Floyd's defenses past 130 have been against prospects (except for rematches and other fights where he won a new belt). There were only 2, Sosa and N'dou, who were both prospects. Every other class, he moved out of the division as soon as he won the belt.
