He's got emeritus status for the 154lb belt, he is THE ACTUAL 147 lb champ of the WBC.
Honestly I think all top five welterweights would dispatch him.

How can you rate DLH in the top 5 WW when he hasn't fought at that weight since 2001. Furthermore he lost to Mayweather at a higher weight, if he ever had an advantage it was at 154. So whether or not he gave up the title or whatever if you are going to put DLH at 2 then Mayweather at least has to be in your top 5.

Whatever though, if you people want to call Floyd not retired then I'm forced to agree he's the best welterweight. Although it's still puzzling to me why in the hell he's being rated as the best welterweight when he's retired. There is no argument that if he isn't considered retired he's the best welterweight.
